Default The Rules?

Im not very sure on the actuall rules of High School science fair's.... so I wanted to ask you a question.

What are the rules regarding Homemade rockets?
I am building a Liquid Fuel one right now. (actually just gathering data and specs on how to) I love building homemade rockets and this year I want to enter one. (What engine is better? Liquid or Solid fuel rocket engines) However I have never entered something like this, so I am unaware of the rules.
