Probably not. Patients who have intravenous vitamin C can use a blood test to measure blood serum levels. But I haven't heard of a simple Vitamin C test like one you're asking for.
You can try to measure something that correlates with the amount of Vitamin C. For example, Vitamin C is acidic, so you could try to find out how the levels of Vitamin C correlate with the pH. pH strips are cheap and easy to buy.
