Default Sound Program

I really need a program for PC that will take a .wav or a .mp3 file and will measure the decibels of it.

This sounds interesting, but I'm not clear on your topic. From what I know, decibel is a unit to compare how big and small two numbers are. It's the logarithm (10th) of the ratio of the two. But I don't think there's anything like that in electronic music, unless you're comparing the frequencies/wavelength's decibels...

And sorry, I don't know of a program like that. But, if you know how to write computer programs, this will definitely be fun to do. Good luck!
