Default Factors affecting rust

Take a look at http://www.all-science-fair-projects.com/science_fair_projects_encyclopedia/Rust

You'll see that the level concentration of sodium chloride ions in salt water makes the solution more conductive. Rusting is also accelerated in the presence of acids, but inhibited by alkalis. Hope this answers your question. Detailed chemical formulae can be found in the page that I've referred you to.
