Default Sound Program

I really need a program for PC that will take a .wav or a .mp3 file and will measure the decibels of the sound in the file.

you could check all file in the computer?

iTunes might do that, i know it hold mp3s but i have no idea if it mesures things, to get it just ask a friend with an iPod, the should have the disk...
