Default submarine-float sink and float again

Ok, so I need some idea's for a project that is due. I've tried many different things. The "rules" for making the submarine are as follows;
-It has to float at first then sink and come back up and float
-It has to touch the bottom of the fish tank were using
-You can't move it in any way to float or sink, but u can us tubing
-I cant think of anything else at the moment so please ask me more questions if you need too.

***I want to make it so i dont have to use tubing or anythinh***
