Default Completly homemade blimp.

I'm making an entire homemade blimp for a physics project, the only thing I'm allowed to use is rubber bands and gasses(helium in this case).
How should I go about making the ballon it self and keeping the helium in? A regualr balloon leaks, so maybe I could be a ballon inside a ballon so when the gas gets thru the skin it would leak into another balloon. But I would probably still need to seal the pores in the balloon.
I'm going to carve out the rubber band fueled propellers. I am probably going to make the axle a foot long so I can get a long sprint from the propeller to make it go farther. And im still thinking how to attach a small body to the balloon so it can hold the propellers, but I still need to figure out the fins for it.

Thanks for any input.

Note: my aim is to get past at least 20 feet or more so. This is just a small week project, so I don't have much fabrication time.
