Post Freezing Hot Water: The Unexplained... Is it safe?

Well, I've just recently found a page describing the effects of a lower water temperature influencing a lower amount of time for it to freeze... but even so, scientists still haven't figured out why this happens, or what it's caused by. Is it safe to base a science fair project (an experiment) on this, even though they have not reached an explanation for their conclusion?

btw, I just recently joined, so help me out if I violate any policies or rules accidentally
