No, the smaller the velocity.

Is it because the canopy of the parachute expands, since the longer strings don't pull the canopy edges as close together as the shorter strings? Or is there another...

I also have an idea for the weights. You could take small plastic bags and fill them with sand. This way you can get the exact weight that you want. And then you just tie the bag to the strings.
